Each Community College project will be treated on an individual basis, there is no 'Cookie Cutter' solution for every campus. We recommend that each campus team review the following steps and perform each that apply.  It is imperative that the completion deadlines outlined are met.

Each college will be involved in the migration.  Each college will be required to submit forms and meet deadlines in order for the migration to be completed by the end of this fiscal year. 
Step 1: Evaluate bandwidth requirements for data and video on your campus.   There are some tools available on the project web site to assist in determining the amount of bandwidth currently being utilized.     www.ncih.net/ccproject
Step 2: Obtain a quote for the services required from ITS.  Contact Richard Kelly at (919) 981-5126 or Richard.Kelly@ncmail.net or contact your VNS Regional Coordinator at http://www.ncih.net/operation/ncihstaff.html
Step 3: Request changes to ITS data and/or video service at your college.  Colleges need to submit a change order to upgrade data service and migrate to the H.323 video standard.  This is done by completing the STS-01 and STS-04 forms as well as the signature pages for both the Data and IP Video Service Level Agreements (SLAs).  All forms are available on the CC Project web site.  The STS-01 is an order request while the STS-04 allows payment of ITS services by two entities – in this case a college and the System Office.   The SLAs define the ITS services.  Download, complete, and fax all four forms to Bill Randall at the NCCC System Office at 919-807-7164.  The NCCCSO Business Office will signoff on the STS-04 form.  Copies of all forms are then sent to ITS for processing.  These forms must be completed and submitted no later than April 15.
Step 4: Contact your VNS Regional Coordinator for assistance during this project.  If you need to locate the appropriate coordinator, refer to http://www.ncih.net/operation/webterritories.html
Step 5: Data service change:  Once ITS receives the completed STS-01 and STS-04 forms from the NCCCSO, a request for “data service change” is put into effect.  The change will take place within 45 days.   All installation costs during the current fiscal year will be covered by the NCCCSO.
Step 6: Segmentation of LAN:  A new router will be installed for the new data service and will have two Ethernet 100 Meg ports.  This is to assist the college in segmenting the IP video traffic off their LAN and minimize interference with data traffic.  The college should implement the necessary cabling facilities to route the data and video traffic to the physical router location.  An IP Video guideline document is available at http://www.ncih.net/h323/guidelines.html .  An IP video firewall document is available at http://www.ncih.net/h323/bp.pdf .
Step 7: Migration of video service: Once the new data service, and router, is installed colleges will have 30 days to migrate their NCIH video connection (H.320) to the ITS IP video network (H.323).  ITS VNS will work with each campus to ensure uninterrupted video service during this project. 
Step 8: Video Scheduling and Training: ITS VNS will provide training for Video Site Mangers regarding the IP video web scheduler and IP video network operations.
Step 9: IP Video site certification:  ITS VNS will certify each IP video site on the VNS IP video network
Step 10: Remove old facilities:  When all new services are operational then an STS01 order must be submitted to terminate the old circuit and/or NCIH video service.



Important notes: 

All installation costs will be covered by the NCCC System Office.

Deadline for all paperwork (STS-01, STS-04 and both SLA forms) is April 15.  The NCCC System Office will NOT pay for installation charges incurred by colleges failing to comply with this request.

The NCCC System Office will NOT fund NCIH H.320 line charges past June 30.  Colleges that do not comply with the H.323 migration must pay ITS at the current rate of $1,941.38 per month.  Colleges should have sufficient money in their NCIH account to cover this fiscal year.  They were allocated funds to cover July 1, 2004 through June 30, 2005.

When colleges complete the STS-04 form they should leave blank the section for the NCCCS. NCCCSO will complete that portion of the form.
