Video Conferencing Service Description How to Obtain NCVIP Services from ITS

     Video Conferencing services are ideal for bringing communities together to conduct collaborative applications. Video conferencing technology, which allows face-to-face interaction in real time with two-way video and audio communication, is a tool that can be used to increase productivity, reduce travel expense, and quickly bring together a number of geographic locations around the State, the nation, and the world. Video Conferencing can be used for distance learning at all levels of the State education system, State agency meetings, statewide training activities, emergency response assistance, and public hearings. ITS supports an average of 80 video sessions per day and 6,000 hours of video conferencing per month.

     ITS supports Video Over IP (NCVIP) video conferencing utilizing the H.323 protocol. NCVIP operates at a default video bandwidth of 384 kilobits. The NCVIP service features access to a web-based scheduling interface. This interface is used to schedule all video conferences and provides access to a Multipoint Control Unit (MCU), which is used for any video conference involving more than two sites.   1. Call the ITS Service Desk at 919-754-6000 or 1-800-722-3946 for information and guidance in ordering the IP Video Service. You may also open a ticket by emailing the ITS Customer Support Center: its.incidents@its.nc.gov

  2. Evaluate bandwidth requirements for data and video on your campus.

  3. Review Video Over IP Guidelines document for LAN traversal and Quality of Service (QoS) recommendations.

  4. Evaluate existing videoconferencing equipment or purchase of new videoconferencing equipment.

  5. Read Videoconferencing Service Level Agreement.

  6. Submit appropriate paperwork to ITS.
  7. Certify new connection (regardless of ISP provider).

  8. Allow time for NCVIP (NC Video over IP) Web Scheduler training.


Important Forms and Documentation Funding Details


The Department of Public Instruction may be able to provide funding for videoconferencing in K-12 public schools.  To request funding, users must file a VNS-01 form.
